This only started happening a couple days ago. I am using Windows 7 btw. Close Steam and restart it with admin privileges and try again. Worst case scenario depending on the drive, it could take ten to fifteen minutes to get past the "create local game files" stage. If it goes beyond that, it could be a different issue. Judging by the thread here, it seems that one possible solution is to delete the appmanifest files for the game, and let Steam recreate/re-download them.
